Answers to the most common questions about the salary calculation in Norway, the two tax bases, national insurance and the deductions. The content is in preparation.

What is the difference between gross and net?
Gross is your salary before tax; net is what actually reaches your account. The difference is the bracket tax, the tax on general income and the national-insurance contribution, which your employer withholds and pays for you.
Why do the two taxes rest on different bases?
The bracket tax is charged on your whole personal income (gross pay) with no deductions, while the tax on general income (22 %) is charged on income after the minimum standard deduction and the personal allowance. So the two taxes rest on different bases.
How does the bracket tax work?
The bracket tax is a staircase tax on personal income in five steps. No bracket tax is charged on the first 226 100 kr; above that, 1,7 % / 4 % / 13,7 % / 16,8 % / 17,8 % apply to their respective steps. A higher step applies only to the part of income above the threshold — never to the whole salary.
What is national insurance, and who pays it?
National insurance (7,6 % for employees aged 17–69) is charged on personal income and funds the National Insurance Scheme. Below the lower limit of 99 650 kr no contribution is charged, and just above the limit it is phased in gradually (it can never exceed 25 % of the income above the limit).
How do the minimum standard deduction and the personal allowance work?
Both reduce general income before the flat tax. See deductions: the minimum standard deduction is 46 % of pay up to an upper limit of 92 000 kr, and the personal allowance (108 550 kr) is a base amount every adult receives. They work on general income — not on the bracket tax.
What is the action zone (Troms and Finnmark)?
If you live in the action zone, the rate on general income is lower (18,5 % against 22 %), and you get the Finnmark allowance (45 000 kr) deducted from general income. The bracket tax is the same as in the rest of the country for income year 2026.
What is the tax card, and why is nothing withheld in June?
The tax card is the basis your employer withholds advance tax by — as a table-based or a percentage deduction. The withholding is spread across the year: none in June and only half in December. It is a withholding timing and does not change the total tax for the year.
Does Norway have a minimum wage?
No general statutory minimum wage. Pay is agreed in collective agreements between the social partners; a minimum applies only in sectors with an extended (allmenngjort) collective agreement. So there is no minimum-wage page here.
Who is the calculator for?
For the standard case: an ordinary employee aged 17–69, with no occupational pension and no capital income, and personal income equal to gross pay. Occupational pension, capital income, the commuting allowance and other personal allowances are deliberately out of scope.

The calculator uses the rates in force for 2026, but they have not been through this site's own review and sign-off. For official amounts, check with your employer or the Norwegian Tax Administration.
